The poor and helpless would have been better off being dumped in the most hostile streets of Baghdad according to some (reportedly) who have just returned home from there.&lt;br /&gt;&lt;br /&gt;Specifically Forced detention (in the LA Civic Buildings) and perpetration of Atrocities (Rapes and Murders) on citizens despite some of the bravest law enforcement efforts ever seen in this country by New Orleans finest. Likewise, the people of Texas and other states are to be admired for reaching out and hosting many of the evacuees.&lt;br /&gt;&lt;br /&gt;But Exactly Why Fema was so effective in Florida but appeared to be aiding and abetting Atrocities and ignoring guarantees afford by the bill of rights remains a mystery.&lt;br /&gt;&lt;br /&gt;It does appear Disaster Recovery (Fema) seems to have taken a back seat to HLS but this did not seem to hamper efforts in Florida .&lt;br /&gt;&lt;br /&gt;Some suggest the federal government was on vacation, but would that have hampered efforts if Katrina had smashed into Jeb Bush country instead of New Orleans ?&lt;br /&gt;&lt;br /&gt;At what what point can the Constitution and Bill of Rights be suspended for Governments (Federal, State and Local) to enforce their will in ways that result in Confinement, Rape and Murder for the entire world to see live on television?&lt;br /&gt;&lt;br /&gt;At first blush this would seem to have to do with telecommunications and disaster recovery. However, it is impossible to have one without the other !&lt;br /&gt;&lt;br /&gt;The 10GSuperMAN recommendation for the New Orleans Metropolitan Area Interconnect would be buried oceanic long haul cable thus making it impervious up to 200Mph Winds generating up to 100ft waves.&lt;br /&gt;&lt;br /&gt;The Core Metro Routers Would need to be in Tornado Proof (Level 5) bunkers at an elevations of 75ft (100ft preferred) with enough generator fuel to run non-stop for 4 weeks.&lt;br /&gt;&lt;br /&gt;Retractable Cell towers on the bunker mounds would seem to be prudent. Air Raid Sirens with waterproof emergency phones and transistor radios through out neighborhoods might help.&lt;br /&gt;&lt;br /&gt;All Compartmentalizing Level 5 Super Levies and Locks could to put out bid for facades to be designed and run by previously existing businesses and civic groups as well as major casino, theme park, arcade and destination resort operators.&lt;br /&gt;&lt;br /&gt;Works by the army corps of engineers need not be ugly. They just need a little creative thinking. Expensive? Yes. Payback? Yes with a reasonable increase in the standard of living, business and tax revenues.&lt;br /&gt;&lt;br /&gt;So maybe the choices are going to be brought into sharp focus. Lets assume in a rough comparison that 50% of the states can survive a catastrophe (this is probably a dangerous assumption) in this instance Texas and Florida. Roughly 50% if the other states cannot (Louisiana, Georgia, Mississippi and Alabama).&lt;br /&gt;&lt;br /&gt;The choice appears to be that half of the population in the US can be stripped of their Constitutional Rights if nothing is invested in infrastructure.&lt;br /&gt;&lt;br /&gt;If infrastructure is invested in (10GSuperMAN in every city) Civil Rights will be guaranteed in the event of a disaster.&lt;br /&gt;&lt;br /&gt;Why would this happen?&lt;br /&gt;&lt;br /&gt;10GSuperMAN can push Thousands of live video feeds (in any metro area) to the White House, US Congress, Supreme Court, Fema, National Guards, Joint Chiefs, OSD (Office of Secretary of Defense Crisis Management Center), DOJ, HJS, State Capital, County and Metro Command and Support Centers without even breaking a sweat.&lt;br /&gt;&lt;br /&gt;In addition, Tens of Thousands of Video Conferences, Phone Calls, Voice and emails to and from every governmental, public, private group and individual that wants help ***OR*** want to help.&lt;br /&gt;&lt;br /&gt;Some might say that the Communication between Texas, Florida and the White House is very good and that 10GSuperMAN deployment in those states is not needed. Others might reply that such a deployment will help enhance State to Federal Capital Communications and thus make them more effective and help better guarantee civil rights and liberties.&lt;br /&gt;&lt;br /&gt;Up until now it has been all heads in the sand but there may at least be a small chance that improvements may be on the way.&lt;br /&gt;&lt;br /&gt;P.S.&lt;br /&gt;&lt;br /&gt;Tomorrow 9/11 is my 29th wedding anniversary, the best gift i could wish for would be to have 10GSuperMAN fully deployed and data fed from airports and marine ports into the supporting super clusters to assist HLS. There are many more details that are out of scope here. That should give machines with large amounts of memory time for them to clear (actually drain off the persistant electric charge).&lt;br /&gt;&lt;br /&gt;If the machine logs events that are network related (after hardware or trouble shooting) reboot the machine. These were the best of times (for &lt;span style="color:#cc0000;"&gt;red states&lt;/span&gt;) and the worst of times (for &lt;span style="color:#000099;"&gt;blue states&lt;/span&gt;).&lt;br /&gt;&lt;br /&gt;But the Metros (red and blue) were beginning to worry. Not only was America slipping further down the list of countries with broadband deployments, thier infrastructures were showing the effects of age and neglect.&lt;br /&gt;&lt;br /&gt;It was hard to say when (or if) the sleeping giant would awake.
